Value of Resilience Working Group (VRWG) Meeting
Topics: Resilience as a Service (RaaS); Willingness to Pay (WTP)
Join us for EPRI's inaugural Value of Resilience Working Group (VRWG) webcast of 2025 on April 9. This initial meeting will recap 2024 VRWG activities, share overarching objectives for 2025, and work with VRWG stakeholders to establish specific outcomes for the year ahead. In 2025, the VRWG plans to examine Resilience as a Service (RaaS) and its relationship to customers' willingness to pay (WTP) for resilience, as well as develop a WTP calculator to quantify customer willingness to pay for services that provide resilience (based on the preferences revealed by survey data). Additionally, VRWG will continue to advance research priorities and fill knowledge gaps identified in the Value of Resilience Research Roadmap. (For descriptions of RaaS and similar services, see pages 14 -15 of this report under the heading "Business Models That Could Help Ensure Resilience.")
The webcast will include presentations from the Smart Electric Power Alliance (SEPA) and others on RaaS program offerings, structures, and experiences. Dialogue will be encouraged to promote learning and help shape the direction of ongoing resilience valuation research at EPRI and the industry at large.
VRWG Backgrounder The VRWG provides a platform for discussing value of resilience R&D and shaping the development of useful metrics, tools, and frameworks. Its goal is to promote industry collaboration to advance practical resilience valuation approaches used in cost-benefit analyses and investment decision making. In particular, the VRWG aims to progress thinking around:
1. the identification and definition of economic drivers of and barriers to DER resilience, and 2. the quantification of associated costs and benefits.
Topical areas of focus include data gaps, valuation methodologies that recognize the hard and soft (e.g., social costs/burden) implications of extended grid outages, and the resilience

posture of consumers. In 2024, VRWG efforts contributed to an overall framework for understanding how local investments to enhance resilience (preventive measures) can be coordinated with broader system investments for resilience improvement. Working group discussions will continue to build on several of the knowledge gaps and research priorities identified in EPRI's Value of Resilience Research Roadmap.
