California AIR Air Resources Board/Climate Change California AIR Final rule of the Air Resources Board adopts regulations under 17 CCR 95665 through 95677 and Appendices A, B, and C to set forth greenhouse gas emission standards for crude oil and natural gas facilities. The rule sets forth requirements for the collection and use of methane and associated gases from uncontrolled oil and water separators, well stimulation circulation tanks, specified centrifugal compressors, storage tanks, or replacement of higher emitting "wet seals" with lower emitting "dry seals." The rule also establishes requirements for leak detection and repair for idle and active components and enhanced monitoring for underground natural gas storage facilities, including leak detection, ambient air monitoring, and optical gas imaging. In addition, the rule sets forth methane emission standards for large reciprocating compressors, other large compressor components and smaller compressors. Finally, the rule sets forth standards for the use of "no bleed" pneumatic pumps and "no bleed" continuous bleed pneumatic devices with limited exemptions and restrictions on intermittent bleed pneumatic devices and reporting requirements for liquids unloading and well casing vents. The rule incorporates a guidance document that provides instructions and recommendations to surface mine inspectors performing inspections, including specifying the types of professionals authorized to conduct an inspection, lead agency responsibilities, inspection scheduling recommendations, requirements for inspection preparation and follow up, and filing requirements. The rule is being proposed due to a new statutory requirement that all mine inspections be conducted by an inspector who has on file with the lead agency and the department a certificate of completion of an inspection training workshop on or after July 1,2020.
