ASBESTOS INSULATION IN THE LOUISIANA DIVISION
With the increasing emphasis on more stringent regulation of asbestos-containing insulation from both the state and federal levels, we anticipate rapidly escalating costs asso ciated with asbestos removal and disposal operations. It would be prudent to begin a systematic effort to identify and eliminate this material to the extent that is feasible.
As a first step, we would like all of the process units to inventory the amount of asbestos-containing insulation they contain. This will include sampling the insulation throughout the Division and attaching a permanent label or tag to the asbestos material for reference. Some resources you can enlist to help in this effort would be our Dow main tenance people such as Vernon Atwood, contract insulators such as Petrin, and the Industrial Hygiene group.
Once the identification has been completed and the amount of asbestos-containing insulation (linear feet of pipe covering and square feet of vessel covering) has been determined, each plant should prepare an estimate for the amount of money and time required to remove and replace the insulation with non-asbestos material. This will allow us to set priorities and develop an abatement plan.
This effort should begin as soon as possible. We would like to have the inventory and cost estimates done by 9/15/86. We realize that is a very big job and need your cooperation to get this program off the ground; however, asbestos handling costs are escalating with the new regulations and we need to bite the bullet.
