This is in Tom Emmer's district. Unfortunately we will be dosing some of the units (but not all) and replacing it with Natural Gas. This plant is so massive and tells a good story for us so that is the first place I would suggest. It would he a great tour. However, wherever and whenever is the best place to visit for the Administrator we can find a good site to visit. MN is where we are headquartered so naturally I think there first but like I mentioned we have assets in MN, CO, ND, SD, Wl, Ml, TX, and NM. I think late spring early summer is a great time frame. Of course when I mentioned this possible visit to our exec team they got really excited so they now want more details. Ha! I know you guys are just now getting things together so no rush. I will share the time frame with rny folks. What else do you need from our end? Sherco is the largest in terms of square feet, steam production, power generation capability and coal consumption. Sherco's boilers are more than 200 feet tall - taller than the dome of the Minnesota State Capitol building. Each boiler weighs about 8 million pounds and contains about 200 miles of steel tubing. The Unit 3 generation building is more than 15 stories high and the stack, or chimney, extends 650 feet - as tall as some downtown Minneapolis office towers. The plant's coal barn - longer than a football field - provides dry storage for coal, cutting down on dust and improving coal handling efficiency. A rotary car dumper, which literally turns a rail coal car upside down, unloads one car every three minutes and an entire train in just over six hours. Unit 3 is 41 percent owned by Southern Minnesota Municipal Power Agency, composed of municipal power companies operating on a cooperative basis. Environmental Highlights Sherco reflects the company's environmental leadership, with its modem and efficient air quality control systems. Unit 3 employs a dry scrubber system, which uses a mist of lime slurry in spray dryers to trap sulfur dioxide (S02). Units 1 and 2 have wet scrubbers, which use an alkaline spray to capture sulfur dioxide and ash. In addition, Sherco will remove mercury emissions in accordance with the Minnesota Mercury Reduction Act. Community Involvement Through its plant advisory committee, Sherco leadership works with other community leaders on local issues and economic development efforts. It also provides support for technical programs at the local high school, community college and state university. In addition, Sherco supports local fire departments with training, safety gear, and equipment, and many employees serve as volunteer fire fighters in seven communities in the region. Today, we are implementing a "steel-for-fuel" strategy - replacing aging fossil-based energy with lower priced renewables - that will enable us to achieve a 45% reduction in CO2 by 2021 while simultaneously lowering customer costs. 3. Federalism is Key to Environmental Success. We have worked with states for years to develop effective environmental and energy policies that support our customers' interest in low-priced, reliable and reasonably priced energy. Federal policy should recognize that states are key to the success of any environmental program. As EPA reconsiders the Clean Power Plan, we encourage it to embrace flexible, legally defensible federal targets and give states the authority to design programs that meet their specific needs and desires, i.e. encourage states to do what our states have been doing for over a decade. 4. Regulatory Reform is a Critical Need. Xcel Energy recognizes the need for reform of the existing environmental regulatory structure. It is too costly and difficult to permit, build and operate all kinds of facilities, whether coal, gas or renewables. For example, the Texas Regional Haze rule and EPA's proposed BART determination for our Texas facilities are among the biggest challenges to operation of our Texas coal plants. We hope to be able to work with EPA to ensure that the future of our generating fleet is determined by sound policy and economics instead of federal regulatory mandates.
