Lee, Thanks for taking time from your crazed schedule to discuss the challenge being posed to our nation's
premier biosolids program by Region 5 ERA. The "Flint overreaction phenomenon" appears to be in play. Please find attached for your review and to share with Susan a position paper on the Milorganite situation and please see below emaii from Kevin Shafer - Executive Director of MMSD. Please do not share the attached with Region 5 at this time - we're at a sensitive point in discussions. Thanks for your frienship, assistance and sage counsel.

Jeff - attached is a position paper you can share with Lee and Susan.
Restating what I said yesterday:
MMSD has already modified our monitoring procedures per EPA's recommendations; Since meeting with EPA, we have performed a pilot sampling program where additional samples (roughly 100)
were collected and all have been in compliance; Our permit is up for renewal early next year and we think that the permit is the more appropriate place to place
clarifying language and not an Administrative Order.
Thanks for your help!
