Workers exposed to vinyl chloride monomer may face

occurrence of rna1 ignant skin melanomas. Conducted on a cohor!
of *15*1 male workers in a Norsk Hydro VCM and PVC plant in
telemark. South Norway, the study differed from others in that
it noted actual incidence of the disease. All previous studies
on occupational exposure lo VCM re I led on death statistics.
Rut because ma1ignant melanoma can be cured, il is possible
that Some cases of the disease were not taken into account.

A new study conducted by and fnr the federal government
concludes that inhaling a single large dose of a known
carcinogen can cause cancer in one species of Inhoratorv
animal. The report goes so far as to suggest that short-term,
high-dose laboratory studies of other known carcinogens may be
appropriate for government and private researchers. Conducted
for the Consumer Product SaTety Commission. the $700,000
research project examined the effects on rodents of inhaling
doses as high as 50,000 ppm of vinyl chloride, a known liver
carcinogen. Previously, most inha1 at ion-based carcinocienicitv
studies w i th animals have Involved comparatively small doses
of chemicals given routinely over relatively long periods of
time. The current study was performed by Dr, Bernard McDamara
and cn-workers at the Chemical Systems Laboratory at the U.S,
Army Aberdeen Proving Grounds in Maryland.

as a banned hazardous substance under the federal Hazardous
Substances Act, rhn Commission believes that there is ample
scientific evidence to establish the carcinogenicity of vinyl
chloride monomer by inhalation and to demonstrate that human
exposure to vinyl chloride monomer can result in a rare form
of liver cancel'. The Commission Is reissuing this regulation
on a pi'ospective basis, as the date or the original ban (Oct.
7, 1974), because that original retroactive ban was set aside
for failure to hold a hearing on objections to t lie retroactive
effect of the regulation and because retroartive application
of the regulation is no longer necessary. The effective date
of the rule is dune 22, 1978. The rule is app1icahle to
products which are manufactured or imported on or after Oct.
