This is a follow-up to our recent phone conversation concerning the National Traffic and Motor Vehicle Safety Act and the regulations implementing the act. In particular this concerned the use of other than original equipment brake linings for replacement purposes.
When the act was amended in 1974, Section 108(a) was added which stated that one could not knowingly render inoperative a device or element of design used in a motor vehicle in compliance with an applicable Federal Motor Vehicle Safety Standard. The specific wording for this section is shown on the attached notice that appeared in the Federal Register on May 23, 1977.
In this particular notice Ms. Joan Claybrook, National Highway Traffic Safety Administrator, gave her opinion concering the possibilities of using less powerful components for DOT 121 purposes. This was because the original DOT 121 (air brake systems standard) required shorter stopping distances than the revised current version does. Questions had been asked as to whether those who had new vehicles with original DOT 121 components could down power their vehicles in compliance with the revised DOT 121. This is the only explanation that I have seen in writing concerning the particular question you raised. In the last paragraph of this opinion Ms. Claybrook is specific in saying this opinion addresses only the factual situation described, which I take to mean the down-powering of DOT 121.
I called several Members who would ordinarily know what the rules are as regards original equipment and replacement brake lining. I talked to another trade association on this matter. I did not get any opinion that the replacement brake lining for a vehicle must be identical to that used on the new brake system in compliance with either DOT 105-75 or DOT 121.

Replacement of Brake Components on Regulated Air-Braked Vehicles
Interested persons have asked whether section 108(a) (3) (A) of the National Traffic and Motor Vehicle Safety Act
(the Act) <15 US.C. 1397(a)(3)(A)) permits commercial facilities to replace
brake components used In satisfaction of 'the early performance levels of Standard No. 121, Air Brake Systems, with brake components that are used In satisfac tion of the existing reduced performance levels of the standard. Section 108(a) (2)
(A) states in relevant part:
(2) (A) No manufacturer, distributor,
dealer, or motor vehicle repair business shall
knowllngly render, inoperative. In whole or
in part, any device or element of design
Installed on or In a motor vehicle or Item of
motor vehicle equipment In compliance with
an applicable Federal motor vehicle Bafety
standard (except during repair).
This question arises because the level Of service brake stopping performance required by Standard No. 121 was re duced on March 1, 1976 (40 FR 8783). In some cases, manufacturers reduced the brake performance of their new ve hicles by substituting smaller or other wise less powerful components (such as brake chambers, slack adjusters, and linings) for comparable larger compo nents that were used prior to March 1, 1976. Owners of'the older vehicles are now asking whether section 198(a)(2) (A) prohibits commercial facilities from. substituting the newer, less powerful components for those that originally equipped the older vehicles. by a standard, whether or not they pro
vide the formerly required level of per
formance.

Thank you for the information that the 1977 Cordoba and Charger SI will be using riveted discs on fronts after 4/1/77.
As I understand it, these cars will stay with the Kelsey Hayes pin type discs on the fronts, riveted after 4/1/77, with 11 x 2-1/2 drum on the rear for the rest of the 1977 model year. Could you please send me lining or lining-assembly drawings showing the 0.1. drill pattern. Thank you.

When Chrysler Corp. decided to develop a method lor manufac
turing its own brake lining, they
knew they were talking about a complex requirement. As Stanley C. Enders, vice president-Friclion Products Operation of Chryslcr's Chemical l)iv. points out: "Mixing some asbestos, (notion modifier, and binder together may sound simple, but you must remember that Chrys ler alone makes several dozen dif

recreational vehicle brakes.

Chrysler, however, is the require
ment that the system be completely

of the solvents are highly \oiitile."
Chryslcr's goal was a system that
would be as QSHA-proof as pos sible. The $250,000 automated sys- I'
tem they built fill fills that require- 1
merit and supplies 90% of the mate- |
riah for Chryslcr's disc and drum |
brakes . . . some 14 million original |
equipment linings and pads a year. *
At its heart of the system arc four
large horizontal drum Littleford
mixers, mounted in line on a balco
ny. Skip hoists load them from the
floor below. The mixers discharge
into holding vessels below them
that keep the material agitated until
needed lor use. Once ingredients in
proper quantity are charged, the en
tire process is automatic.
Down on the main floor, the sys
tem operator assembles tote bins
filled with layers of asbestos, metal
lic and ceramic powders, clay, resins
and other dry ingredients. The bins
are loaded in such a fashion that |
when they arc dumped the heavier
materials will drive the fluffy as
bestos out first, a measure impor
tant in dust control. Liquid-
ingredients are automatically piped f
into the mixers.

As soon as a mixer is free, the op
erator moves a tote bin into the skip
hoist serving the mixer, closes the
safety doors, pushes a button and
the automatic cycle begins. Eacli
mixing cycle averages about an
hour, during which ingredients are
de-agglomerated, coated, and
evenly dispersed.
A typical formulation might be
50% asbestos fibers, to be intimately
combined with 20% metallic pow
der, plus a thermosetting resin
binder, friction modifiers and per
haps a solvent for the remainder.
Evenly dispersing ingredients
with specific gravities varying from
1.0 to 7.7, and fluffing the asbestos
fiber bundles without breaking the
individual fibers into fragments,
takes from Vi to 2 hours. This is a
measure of the difficulty of tile mix
ing process. Littleford mixers of the
same type used by Chrysler will
often complete a mixing cycle in
other processes in 5 to 10 minutes.
Chrysler has found that it takes
about as long to prepare a br >ke lin
ing mix by one mixing method as

another. The advantages to the
company from the new installation
come in other directions: The Lit-
tleford mixers eliminate the need
for a `widower to fluff the as
bestos bundles prior to mixing. The
large capacity and compact nature
of the installation permit Chrysler
to prepare about five times as much
material as previously in the same
space. They can turn out a 2100 lb
(953 kg) batch in the same time it
formerly took to turn out a 600 lb
(272 kg) batch in a sigma mixer.
Three of the mixers at Chrysler
Chemical are standard Littleford
Model FKM-3000's, and one is a
FKM-T200, with working capacities of 65 cu ft (1.85 cu rn) and 90 cu ft
(2.55 cu m) respectively. Ail have
water jackets. The larger mixer is
used entirely to prepare brake lin
ing mixes with a synthetic binder.
The next two in line prepare wet
mixes for extrusion--a solvent or
water is added for a die lubricant.
Drum brake linings are blanked out
of flat strips extruder) from this ma
terial. The final mixer prepares dry
mixes, later formed into disc brake
linings under heat and pressure.
Mixing action is accomplished by
two sets of tools: Plow-shaped mix
ing blades driven at 120 rptn by a
central shaft sweep the circum
ference of the mixer, 'constantly
raising and turning over material
and thrusting it into the choppers.
The high-speed "choppers'' (they
look like ships' propellers protrud
ing from the back wall of the mixer)
break up lumps and fluff the as
bestos fiber bundles. The mixing ac
tion, which Littleford calls "hurling
and whirling,'' creates practically
fluidized bed conditions in the mix
and achieves a high degree of
homogeneity. Water is circulated in
-the cooling jackets to hold the mix
at constant temperature during the
cycle.

1 am most sorry to hear that Chemical Division will be resigning from the Institute.
As regards the Fee, that is trovered under our ARTICLE IX, FEES AND ASSESSMENTS (Page 7 of our Constitution and By-Laws). In essence it calls for payment of the Annual Fee in the year of withdrawal from Membership. Out January 1, 1974 invoice will bill you for the balance of the Annual Fee.
May I suggest that with your Annual Fee paid in January for the 1973-74 fiscal year, that you continue your Membership until June 30, 1974. Or, you could send in a resignation any time to take effect as of June 30, 1974. I will handle this as you wish. With all fees paid through the year of resignation, you would be resigning while a member in good standing, in which case there would be no problem as regards renewing Membership in the future.
Again, my regrets that you are resigning. I will, however, keep in touch with you whenever I'm searching for Chrysler Corporation brake lining data.

I did not have a drawing so I marked up your 3699561 to show the new thickness.

I have been reviewing Chrysler Corporation passenger car brake lining releases for 1974*models.
The biggest change in 1974 is apparently the Imperial going to a disc brake on both front and rear. I have been told that this is the same brake lining configuration and size, both front and rear, as was used on the fronts only in 1973. Is this correct? If not*, could you send me a lining and a lining-shoe assembly print of the material on the fronts and rears of the Imperial?
I have also been advised that a 7 x 1-3/4" internal shoe drum brake is used for the parking brake. Is this parking brake similar to the Corvette internal shoe set-up or is it a propeller shaft arrangement? This pertains to our phone conversation of this date. I am attaching copies of Data Book Bulletin No. 235 which will be in the mail tomorrow. In this Bulletin, we list the new brake lining assignments for your 2.6 Slider (FMS No. 7017) and for your 3.1 Slider (MS No. 7019). However, I did not mention on the phone that we had to assign a new MS number to your linings on the full size and intermediate Chrysler Corporation cars. Since the thickness was reduced by .070" on the outer shoe we had to assign a new number (FMS No. 7018, replacing FMS No. 781).
I am also sending you a preliminary copy of a shoe bulletin which will be issued on December 20, 1972. In this I have the new Chrysler Corporation Shoe Assignments which are: No. D84 for the 2.6 Slider and No. D86 for the 3.1 Slider. Further, as you made some changes to the shoes as indicated in my bulletin, I had to assign a new number for the shoes on the regular shoe sire and intermediate Chrysler cars.

So that I can complete these assignments, could you send me shoe-lining assembly prints of:
Inner Assembly: Grooved lining, .405 thick, on the new "fool-proof" inner shoe.
Outer Assembly: Grooved lining, .335 thick, on the outer shoes with induction hardened ears.
If there is any proprietary information on the prints, you could, of course, block off that data.
I believe I have all the necessary dimensional data needed for your A Car (Valiant, Dart) 2.6 slider disc brakes and for your 3.1 slider truck discs.
Also, my thanks to you and Stan Bnders for the tour. It was good being back in a brake lining factory again.

Your check for the dues payment for the 1971-72 fiscal year was received on June 6, 1972. Thank you. incidentally, i had sent along a billing to your Mopar Parts Division, but I have no idea as to whether this had any effect.
The main reason for writing at this time concerns Chrysler's fee declaration for the next fiscal year 1972-73. On your filing, two categories had been listeds
1. Brake Linings - under 3/4" nominal, including disc brake linings.
2. Brake Shoes - new unlined, including new unlined disc brake shoes*
In the past, Chrysler has filed one category - brake linings. The addition of this "brake shoe" category would increase Chrysler's dues by approximately $650 for the coming year, I have attached a copy of our Bulletin No. 425 on this subject. If the shoes you sell in the replacement market are uniined then this category is reported correctly. However, if your shoes are sold in the replace ment market with linings attached, you need not report this category.
Would you please check this over, and if you should refile under brake linings only, return the attached form to me.

We have a preliminary bulletin (Bulletin 220 of 10/29/71) in the works for Chrysler Corporation passenger cars - copy attached. These are of course lining F.M.S. numbers* From the information I now have, the shoes will re main the same as in 1971 (That is, if we have #2055~T lining,it'will take 2055-33& lined shoe assembly as was the case in 1971.)

The lining is thinner? .400 vs .435
The shoe is thicker? ,195 vs .165
Thera was considerable controversy about this new assignment of a com pletely new number for such a thickness change, but sir?# the shoe had to be changed (from D-22 to D-39) the consensus now is that this new assign ment must stand.
Actually, 774-D-22 and 781-B-39 are interchangeable, but the new heavier shoe was obviously developed to help correct or improve some condition on these cars.
mm I don't have the Dodge Truck data but they do have a new Kelsey-Hayes disc brake on the fronts of the D-300. The lining, per Bulletin 219 is 787. The lined shoe will be 787-D-53.
DODGE COLT, PLYMOUTH CRICKET I still have nothing for these vehicles for 1971 ar 1972.
I trust this covers most of the new information for the 1972 models.
