Purpose of Inspection: To assess compliance with Clean Air Act (CAA) statutes regarding the prohibition of diesel engine emission control device tampering and the sale and installation of aftermarket defeat devices.

The following information was obtained verbally from David Shepard unless otherwise noted.
Process Description: Hoosier Diesel and Off Road (HD) specializes in diesel maintenance, performance, and repair work. HD services multiple fleets in the northwest Indiana region that have light duty industrial diesel trucks and also provides roadside emergency services. HD primarily conducts diagnostics and engine and transmission repair, though they conduct some performance work on competition vehicles (truck pulls, drag races, etc.). HD services about 4- 5 diesel pickups per week.
Staff Interview: Mr. Shepard stated that HD has performed emission control device deletes in the past but stopped doing this work last year, which resulted in a significant loss of revenue for the business. Mr. Shepard estimated the last emission control device delete performed was around April or May of 2020.
TOUR INFORMATION
EPA Tour of the Facility: No
EPA was able to perform a quick walk through of the repair shop. EPA noted a landscaping fleet vehicle, a bobcat skid steer loader, and three diesel pickup trucks were in the service bays. EPA was not allowed to inspect the repair shop or any of the vehicles in the repair shop that were currently being worked on or waiting to be worked on.
Data Collected and Observations: The lobby of the shop contained banners for various aftermarket product manufacturers including BD Diesel Performance, PPI, and Flo-Pro.

CLOSING CONFERENCE Provided U.S. EPA point of contact to the facility Compliance Assistance: Provided general compliance assistance regarding types of work that can be performed on tampered vehicles. EPA provided the 2018 Anti-Tampering Pamphlet and the Aftermarket Mobile Source Fact Sheet. Concerns: Mr. Demma expressed concern regarding performance work on diesel vehicles and sales of aftermarket parts that affect vehicle emissions, including emission control device tampering and sales of aftermarket defeat devices.
