Bill, A rough estimate of the number of people coming exclusively to the NISC meeting (not counting those already there for the WGA meeting) would be 25 people.
The NISC meeting would probably last 6 hours, of which I'd predict 1-2 would be with the governors on invasive mussels.
As to the timing, we'd schedule the NISC meeting for the same day the governors want to talk to the Secretary about invasive mussels.
The NISC meeting wouldn't normally be closed to the public, although they have typically not been publicized widely in the past. We could follow your lead on this, especially for the 1-2 hours where governors might be personally involved. Of course, WGA and governors' staff would be welcome to sit in on the entire 6 hours or so NISC meeting, if they wanted to.
We would organize the NISC event, but would appreciate the advice and guidance from WGA staff organizing your event in terms of logistically who we should coordinate with at the venue.

I spoke to Ryan McGiness in Governor Sandoval's office today. Ryan likes the idea that Governor Otter proposed for a meeting in Whitefish.
