These changes are necessary to im plem ent the W IN N A ct passed by C ongress in late 2016. A CCCE issued the following statement by Paul Bailey, President and CEO. "The changes proposed by EPA will provide states with the flexibility to regulate coal combustion residuals and to protect health and the environment. This proposal also will help preserve the nation's coal fleet, which provides essential reliability services and fuel security.
